Syrian Dialogue:
On Justice, Truth, and Reparation

Recognizing the importance and complexity of the justice file in Syria as a shared national issue, and believing in the necessity of uniting efforts among all national stakeholders to play their effective role in this regard, a group of civil society organizations, victims' associations, and families of survivors who have worked for years on the justice file, leveraging extensive experience in this field, held a comprehensive in-person meeting in Damascus on January 24 and 25.


  1. To initiate a discussion on the significance of justice and the redress of victims, emphasizing the need for unified efforts and the utilization of everyone's expertise to address this issue. 

  2. To bring together the largest possible number of active stakeholders working on this file to foster constructive dialogue among all parties. 

  3. To open direct channels of communication with the Interim Administration, seeking to present its vision and share the outcomes of its meetings with international organizations, such as the International, Impartial, and Independent Mechanism (IIIM). Additionally, the convening organizations aimed to provide the Administration with an overview of what has been produced, invested in, and accomplished in the justice file to date, as well as to present the outcomes of our discussions for their consideration. 

  4. To work towards establishing a coordination group or follow-up team that brings together stakeholders in this field to ensure the continuity of collective efforts.
